ESTABLISHMENT OF THE CENTRE FOR FOREIGN RELATIONS
The Mozambique-Tanzania Centre for Foreign Relations (CFR) is one of the higher learning institutions in Tanzania. The Centre was established in 1978 following an agreement between the governments of the Republic of Mozambique and the United Republic of Tanzania. The Centre enjoys a diplomatic status incorporated in Immunities and Privileges Act N0. 5 (1986). This incorporation conferred the Centre with the status of a Diplomatic Institution, a status which the Centre continues to enjoy to date.
The Centre was originally designed to train Foreign Service Officers of the Ministries of Foreign Affairs of the two countries in the field of International Relations and Diplomacy. However, the expansion of foreign policy constituency and the demand for each country rising out of global changes enabled the Centre to admit students from other ministries, government institutions, the private sector as well as from other countries. To meet the above changes, the Centre introduced new demanded programmes namely; Economic Diplomacy, Languages and Communication Skills and Strategic Studies.
International Relations is an important discipline offered in other higher learning institutions. However, the Centre combines the study of International Relations and Diplomacy into one meaningful training programme. Moreover, the Centre offers a comprehensive programme for the low and medium level government and private sector personnel dealing with International Relations and Diplomacy.
VISION:
To become a Regional Centre of Excellence, a highly demanded Think Tank in International Relations, Diplomatic and Strategic Studies.
MISSION:
The pursuit of scholarly and strategic teaching, research, policy advocacy and outreach services in International Relations and Diplomatic Studies – targeted at strategic national and regional needs.
A: Functions of the Centre:
As a higher learning institution the Centre contributes to the development of Tanzania through training on long and short-term courses, research, dissemination of scientific information and provision of advisory services. The Functions of the Centre are stipulated by the Articles 3 (a-g) of the 1978 Constitution items. The Article singles out the functions of the Centre which include:
1. To promote social, economic and political awareness by providing opportunities for the study of international affairs and for training in the principles and techniques of diplomacy;
2. To conduct training programmes in subjects associated with international affairs and diplomacy;
3. To engage in research about problems and needs of selected subjects and evaluate the results achieved by its training programmes;
4. To provide advisory and ancillary services to the government and other organizations;
5. To sponsor, arrange or provide facilities for conferences and seminars on subjects within the competence of the Centre; and
6. To publicize and disseminate materials produced in connection with the work and activities of the Centre.
B. Activities:
The Centre Management interprets its functions into operational plans and activities. These include training, research, consultancy and outreach activities. The academic and professional discourse is made live by conducting regular research, publications, consultancy, short courses, internal and external working and training seminars, workshops, meetings and conferences.
The Centre offers facilities for and conducts research, consultancies and short courses in the areas of its competences namely, national and regional conflict prevention, management, resolution and early waning systems, foreign relations, public relations, protocol, international law, economic diplomacy, foreign languages and strategic issues.
Accommodation for few clients can be provided at the Centre campus at favourable prices. Small groups may request to utilize the conference and accommodation facilities at a nominal fee.
C. Networking:
The Centre collaborates with a number of local and international organizations. The Centre, for example, hosts the Southern African Defense and Security Management (SADSEM) programme as a network partner. The SADSEM’s vision is to enhance the democratic management of defense and security functions through training, capacity building and networking
D. Structure:
The Centre for Foreign Relations (CFR) is a corporate body with an established agreement and constitution. It has a Governing Council, the Director, Deputy Director – Academics, Research and Consultancy (DD – ARC), Deputy Director -Planning, Finance and Administration (DD – PFA) and various heads of departments.
E. Status:
The Centre programmes have been fully registered by the National Council for Technical Education (NACTE) – a statutory body established to regulate, oversee and coordinate the provision of technical education and training in Tanzania.
